In 1913, The Girl Scout Commonwealth Council of VA began
with Troop #1 in Highland Springs, Virginia. In its 95th
anniversary year, GSCC continues to build upon Juliette Gordon Low’s
legacy ensuring that the Girl Scout Movement is situated
to build girls of courage, confidence and character who
